While the level of planning often lacked in cities before they had an emergency manager, the implementation and success of new plans are unclear. Additionally, the ambitious plans outlined by emergency managers tend to place a strain on the limited staff and resources of cities. Effective planning must prepare a city to function after the emergency manager’s exit.
