2002 MPLP Fellows

Nancy Banks, Southfield: Nancy was recently re-elected to her second term as Southfield
City Clerk. She serves on the Legislative and Education committees of the Michigan Association
of Municipal Clerks. She has recently been appointed to serve on the NLC Information
Technology and Communications (ITC) Policy Committee. She is an active member of the
Oakland County Clerk’s Association, the Michigan Municipal League, the Southfield Optimist
Club, and St. John’s Armenian Church, just to name a few.

William Barnett, Cadillac: Bill is an attorney in private practice. He is a Wexford County
Commissioner, serves as a trustee of the Department of Public Works and is a member of
several local committees.

Zena Biocca, East Lansing: Zena is a Grant and Development Coordinator in the Department
of Telecommunication at Michigan State University. She is President of the Lansing Chapter of
the National Organization for Women and volunteers for the American Cancer Society.

Kevin Bowman, Jackson: Kevin is a Mapping Supervisor for Consumers Energy and serves
as Supervisor of Blackman Township.

Robert Brackenbury, Ann Arbor: Robert was recently appointed as a Tribunal Judge on the
Michigan Tax Tribunal by Governor Engler for a term expiring June 30, 2003. Previously, Robert
worked as the Assistant General Counsel and Assistant to the Vice President for Business &
Finance at Eastern Michigan University, and he maintained a private law practice. He is newly
elected to the Washtenaw County Commission, District 7. He also serves on the Board of
Directors for the Ypsilanti Meals on Wheels Program and the Huron Valley Habitat for Humanity.
Robert is a former Trustee in Pittsfield Charter Township.

Dale Copedge, Lansing: Dale works as an Engineer for the State of Michigan. He is a core
member of the Michigan Democratic Party Black Caucus, Chairperson of the Ingham County
Democratic Party Caucus and is a member of the A. Phillip Randolph Institute and the National
Association for the Advancement of Colored People (NAACP).

Arthur Espey, Detroit: Arthur is a Principal of Pinnacle Group International, LLC (a Detroit
based Private Equity Group) and Managing Director of Emerging Entities, Inc. He serves on
the Marketing Committee of the Association for Corporate Growth and is a member of the
Michigan Technical Excellence Council.

Shaula Johnston, Grand Rapids: Shaula works as a technology trainer for area school
districts, and is an Adjunct Professor at Grand Rapids Community College. She is a member of
the Grand Rapids Planning Commission, is on the Board of Directors for Habitat for Humanity,
and is President of the Republican Women’s Forum.

Jonathan Kreger, Westland: Jonathan works as the Director of Public Policy and Advocacy at
the Detroit Regional Chamber of Commerce. He is a member of St. Raphel’s Catholic Church
and of the Western Wayne Republicans.

David Lambert, Troy: David is a Senior Consultant at the Michigan Credit Union League. He
serves as a Troy City Councilman, is Vice President of the Troy Community Coalition, First Vice
President of the Oakland County Lincoln Republican Club, and is a member of Faith Lutheran
Church in Troy.

Christine Leary, Decatur: Tina a Legal Assistant for the Prosecuting Attorney for Van Buren
County. She serves as a Trustee on the Hamilton Township Board as well as a member of the
township Planning Commission.

Colleen Levitt, Royal Oak: Colleen is the owner of LAT/USA. She is a Steering Committee
Member of the Royal Oak Association for Rights, an Executive Committee Member of the
Oakland County Democratic Party and is Vice-Chair of the Royal Oak Area Democratic Club.
She was a candidate for the Michigan State Senate, District 13, in the 2002 general election.

Michael Marcelli, Southgate: Michael is studying Political Science at Wayne State University.
There he serves as a Member-at-Large of the Student Council. In addition, he serves on the
Tenure and Promotion Committee for the College of Liberal Arts and is Campus Involvement
Chair for the Pi Kappa Alpha Fraternity. Off campus, he is Secretary of the Southgate Board of
Education and a member of the Board of Directors of the American Red Cross.

Janet Metsa, Houghton: Janet is the Principal of JCM Environmental, an environmental
consulting business. She volunteers at the Good Shepherd Lutheran Church and is Treasurer
of the Houghton County Democrats. She also serves on the Portage Township Zoning Board of
Appeals and the Houghton County Planning Commission.

Sheryl Mitchell, West Bloomfield: Sheryl works as a Senior Analyst with the Oakland County
Board of Commissioners. She is President of the West Bloomfield Optimist Club, a member of
the Cable Advisory Board and Secretary of the West Bloomfield Area Democratic Club.

Rebecca Morgan, Grand Rapids: Rebecca is a Stay at Home Parent for Rachel (age 4) and
James (age 2). Her past professional experience includes working as a Medical Coordinator for
Lutheran Social Services of Michigan. She is Vice President of the John Vall Park Project, Vice
President of the South West Area Neighborhood Association and Co-Chair of the Kent County
Green Party, and Information Clearing House Coordinator for the local Greens.

Greg Ostrander, DeWitt: Greg is a graduate student in the MSU Department of Resource
Development working on a fellowship in Nonprofit Management. Before entering graduate
school, Greg worked for ten years at Pfizer Pharmaceuticals as a Hospital Representative. He
volunteers his time to the Resource Development Graduate Organization and the Michigan
Wildlife Habitat Foundation.

Timothy Ross, Silverwood: Tim serves as a Lapeer County Commissioner and is on the
Executive Committee of the Lapeer County Republican Party. He also serves as an Elder at
Community of Christ Church.

Maurice Russell, Flint: Maurice is a Senior Legal Assistant for the Legal Affairs Department of
the Detroit Medical Center. He is founder and Director of Universal Community Development,
Inc. and a leader of the Flint Masjid of Al-Islam.

Harvey Santana, Ypsilanti: Harvey works as a Community Planner with The Corradino
Group’s Michigan office in Detroit. He previously served as a Legislative Assistant to Detroit
City Councilman Kenneth Cockrel, Jr. He is a member of the Detroit Puerto Rican Club and
volunteers as a student mentor.

Catherine Schmitt, Bloomfield Hills: Catherine is National Director of the GM/UAW Health
Care Program at Blue Cross Blue Shield of Michigan. She is a volunteer at the Capuchin Soup
Kitchen, serving both as Chairperson of the board and of the annual auction.

Katherine Segal, Battle Creek: Kate is a Health Policy Analyst for the Michigan House of
Representatives Democratic Caucus. She is newly elected to the Calhoun County Commission,
District 1. She also serves on the Region IIIB Area Agency on Aging Governing Board, the
Planned Parenthood of South Central Michigan Board, and is Fundraising Chair of the Calhoun
County Democratic Party.

Christine Winans, Birmingham: Chris is Executive Director of the Bloomfield/Birmingham
Chamber of Commerce. She serves as President of the Oakland Chamber Network, a member
of the Birmingham Rotary Club, and Chairperson of the Leadership Oakland Alumni Committee.
Chris was a candidate for the Michigan State House, District 40, in the 2002 primary election.
